The Competitive and Livable City of Karachi (CLICK), a World Bank-funded project, is a Local Government & Housing Town Planning (LG&HTP) Department, Government of Sindh initiative, with a total investment of USD 240 million. The project aims to improve urban management, service delivery, and the business environment in Karachi.
This project is based on four components.
CLICK incentivizes Local Councils to improve management capacity and enhance city competitiveness by providing Performance-Based Grants to Karachi Local Councils upon achievement of specified institutional strengthening measures. It has the following subcomponents:
CLICK supports the
implementation of reforms for Urban Immovable Property Tax in
Karachi, with a medium to long-term goal of transferring Urban
Immovable Property Tax collection to Local Councils. The Government
of Sindh has developed a roadmap for improvements in Urban Immovable
Property Tax and gradually devolving tax collection responsibilities to
enhance efficiency, transparency and accountability.

CLICK provides Technical
Assistance to, and building capacity of, Local Government &
Housing Town Planning Department, and Sindh Solid Waste Management
Board to improve solid waste management in Karachi and the performance of
SSWMB, through the identification and resolution of critical challenges and the
formulation of a long-term strategy for sector development and investment to
address identified challenges.
